Your documents for application to the University of Ruse must be legalized, translated and certified in accordance with the provisions of the international agreements of the Republic of Bulgaria with the country in which they were issued, and in the absence of such - in accordance with the general procedure for the legalization, translation and certification of documents and other papers.

Obtaining a visa
In order to obtain an entry visa to study in Bulgaria, you need to:
- Send the application documents listed on our website to the International Students Directorate of the University of Ruse.
- After receiving a certificate, issued by the Ministry of Education and Science of the Republic of Bulgaria, which certifies that you are accepted for studies at the University of Ruse we will send you a PROFORMA INVOICE, containing the tuition fee and the bank account of University of Ruse.
- After paying the tuition fee you will receive the following documents from the University of Ruse at the address you provided:
- a certificate, issued by the Ministry of Education and Science of the Republic of Bulgaria, which certifies that you are accepted for studies at the University of Ruse;
- a certificate, issued by the University of Ruse, which certifies that you have been accepted to study at the University of Ruse, accommodation in the student residence is provided for you and that your payment of the tuition fee is confirmed.
At the Consular office of the Republic of Bulgaria in your country you should submit:
- a certificate, issued by the Ministry of Education and Science of the Republic of Bulgaria, which certifies that you are accepted for studies at the University of Ruse
- a certificate, issued by the University of Ruse, which certifies that you have been accepted to study at the University of Ruse, accommodation in the student hostels is provided for you and that your payment of the tuition fee is confirmed;
- Bank receipt for the payment of the tuition fee.
After obtaining an entry visa, you need to come to the University of Ruse.
Obtaining a long-term residence permit
Applications for the right of permanent residence shall be submitted to the Territorial Unit "Migration", at the Police Department - Ruse,
not later than 14 days before the expiry of the authorized period of stay of the foreigner on the territory of Bulgaria.
Persons who violate this requirement will be subject to a fine. The application must be accompanied by the following documents:
- A copy of passport for overseas travel with:
- a page with the photo;
- a page with the personal data;
- a page with the visa referred to in Article 15(1) of the Law on Foreigners in the Republic of Bulgaria (visa type D), when required;
- a page with the stamp of the last entry into the country;
For authentication (verification), the original passport for overseas travel shall also be presented.
- A document confirming payment of the state fee under Article 10(3) of Tariff No. 4 for the fees to be collected in the system of the Ministry of the Interior under the State Fees Act.
- Evidence of provided (secured) housing (rent contract, accommodation order, etc.)
- Mandatory medical insurance (for the requested period of residence), valid on the territory of the Republic of Bulgaria, when the person is not insured under the Health Insurance Act (if the student benefits from health insurance, it is preferable to reflect this fact in the certificates issued by the University of Ruse).
- Evidence of sufficient means of subsistence, without recourse to the social assistance system, in an amount not less than the minimum monthly salary, for the period of residence on the territory of the Republic of Bulgaria.
- A certificate of admission of the foreigner to study in the Republic of Bulgaria issued by the Ministry of Education and Science and a certificate issued by the higher education institution that the foreigner is studying in the relevant year.
- Proof of payment of the tuition fee at the higher education institution, which has to be presented after the entry of the individual on the territory of the Republic of Bulgaria with a visa under Article 15(1) of the Law on Foreigners in the Republic of Bulgaria (visa type D).
- A Police Clearance Certificate issued by the country of the foreigner's origin or the country of the foreigner's habitual residence - at the time of the initial application (including for visa D).
The applications are being processed within 14 days and the result is being announced in a letter to the foreigner, after which they have to pay the relevant fee according to Article 10, paragraph 1, items 1 and 2 of Tariff No. 4 for the permitted period of residence. This fee shall be paid annually.
ATTENTION!
Your passport should be valid for at least twelve months from the date of your entrance in Bulgaria.
